Help with a Pipe

I found this pipe at a yard sale this morning and I thought my DH might like it. I've never seen one like it before and think it is really interesting looking.
Can anyone tell me anything about this style of pipe or possibly the era it was made? Also, what is the purpose of the string that is on it?
