Well, it could be a shot glass; perhaps a gift to a groomsman. Or it could be a holder for an individual epergne....

Are you sure that B. isn't actually an R.?

If it were sterling silver, it would not be heavy.

CYN....wondering where you got your information about sterling silver not being heavy?
Silver is heavier than iron or steel, heavier than copper, heavier than bronze of brass....
It might be railroad or restaurant ware....but I don't see a pour spout....
However I remember those little tiny milk bottles that were filled with cream years ago.

Would the insignia, CS, be connected with the Confederate Army, Civil War?

A measuring cup for rum? Rum was used to disinfect drinking water.

    Measuring cup for gunpowder?

Silver solder was used to put together pieces of silver, silver alloy, brass and bronze (copper based alloys). It can be used to join pieces of steel.

Could it be a monogrammed toothpick holder?

Then It's a creamer from a hotel or rail road....
The CS probably tells the rail line or the hotel.
Teh words "silver solder" also indicates a particularly long wearing silver plate often used in hotel silver.

Walkabout - I thought it might be :-) You might take a gander for "Robert Wallace Silversmith" around the internet for more information.

I think the CS insignia on this object refers to "Confederate States" marking this as a Civil War (1861-1865) era object.
