Antique picture frame?

Old metal picture frame, heavy, appears handmade, has 4 marks the first is M.B or M.L the next is an anchor the third is a Z and the fourth is unidentifiable. Any info on what this is would be helpful thanks in advance
I picked it up at a garage sale and have no further background info.
