Looking for info on this arts & crafts metal and copper picture?

I picked this up at a fantastic estate sale at an old mansion in Westport, CT that was built around 1900. It's looks to be a hand hammered some sort of metal frame with a copper picture. I don't think the copper picture is hand hammered but I'm no expert.I can't find a mark anywhere. The frame was completely rusted and I just finished cleaning it up. Does anyone have a clue as to who made this? Seems dutch scenes were popular in some arts and crafts pictures as I have seen in my travels. Thanks!

The type of work is called repousse, and it seems to have been very popular in the Netherlands a while back. I'd suspect the copper part IS hand-done and was done either in the Netherlands or by Dutch immigrants, which is a lot of work. On eBay, repousse items seems to bring pretty good prices...
