What is this interesting vase, I have no idea

Hi There all, I have this interesting looking vase thing, I would think it was made around the 1950's, it is like a donut vase about 150 mm in the outside dia and 95 mm inside dia. It has a big hole in the middle. Im sure the hole is there for a reason and it is not just made that way, however I have been wrong before.
I would love it if someone could possibly identify it for me and give me a little heads up as to what it is and it's use. I love it and want to know more.

It's for a flower arrangement....likely there was a plate to go beneath and candlesticks to match.

The idea was to have a circle of short flowers arranged around something tall in the middle of the ring.
