That is a souvenir Beefeater doll. "Beefeaters" or "yeoman warders" guarded the London Tower, so this was likely purchased in England. My mother has a small collection of these dolls from different countries--bought by my uncle when he was in the service. 1960s is probably correct, although I think these continued to be available for a long while.

Value-wise, not much. I've seen them listed on ebay for $10-12.
