The uniform is military, a style used in the 1700s and 1800s (still dress uniforms for some regiments).

The hat style is called a "shako" ... you might get lucky looking at military uniforms, looking for a jacket of that style in combination with the hat.

Probably cavalry - from the boot style - the tall knee extension protected them from sword slashes.

I can't tell if the stuff draping down each side of his neck is coming from the hat or if it's hair.

If you can take better pictures - use better light, a better camera, and take closeups and side and back views you could ask on a military re-enactment fan board. They keep up with this trivia.
