Looks like a smoker's stand or tobacco stand to me. They're pretty hot items in my locality. Nice with the copper lining. Not in fine shape, but not bad, either. Check listings on other sites for comp prices. I'd be hard pressed to give it a date. They were popular from before the turn of the last century up through the thirties.

unless your time to clean it up and get rid of that bad paint isn't worth much....$40 is too much.
