This is basically a pinup girl; that much _décolletage_ was scandalous in the Victorian age, when they were very uptight about showing skin, especially that skin.

Looks like a print of a 1700s portrait from the court of Louis XIV ... the small hairdo, the ribbon and bows around the throat and the deep neckline are all characteristic of then.

Actually decolletage on display for evening wear was the norm, it was bare shoulders that were more scandalous.
I agree that the fashion style looks rather earlier though; would be helpful if there was more of the dress to see.

Even Victorian bathing costumes were high-collared.

Victorian covers a huge era. Fashions changed. Even Queen Victoria had quite a few portraits painted when she was younger with quite a bit of the royal bosom on display. Even day wear could be styled with a low decolletage.
