Sound proofing surface on stainless sink (underside) coming off

We've had an Elko undermount SS sink installed for approx. 4-5 years. I just noticed that the sound proofing surface is peeling from the underside of the sink in the cabinet. Does anyone know the best kind of glue, silicone, or other substance to use to adhere the peeling surface to the sink for good? Thanks in advance.

Peel it all off, clean it with denatured alcohol, and apply some automotive undercoating. It's the same thing basically.
