Electrical Problem

I've been told by the city (DuPage County in Illinois) that the problem I'm having with my electricity is anywhere between the back yard leading up to my house. They may have to tear out some of my deck to get to the problem if it's there. Who is responsible for the repair of my deck?

How new is the deck? Did you install it? If so, did you call for a utility locate before digging the post holes? Something to think about.
