OK to mount GFCI outlet lower than bathroom vanity top?

We'd like the power outlets to be just lower than the top edge of our vanities, off to the side. Is there any code problem with that height? So many bathrooms have higher ones.

As long as you're within 3' of the sink...

(D) Bathrooms. In dwelling units, at least one receptacle outlet shall be installed in bathrooms within 900 mm (3 ft) of the outside edge of each basin. The receptacle outlet shall be located on a wall or partition that is adjacent to the basin or basin countertop, located on the countertop, or installed on the side or face of the basin cabinet not more than 300 mm (12 in.) below the countertop. Receptacle outlet assemblies listed for the application shall be permitted to be installed in the countertop.

The wording here is pretty weird, but it is within 3' of the sink and no more than 12" below the counter level.

You have to be 3' from the one edge of (each) sink. The 12" below counter level only applies when you are mounting the receptacle in the cabinet itself. If it's on a wall adjacent to the cabinet, you can mount it anywhere as long as you stay within the 3'.
