I have 41"x41" water closet that has a tankless water heater in it can I put a sub panel in it

Water closet has a different meaning for most people.

In a 41x41 room you *MIGHT* have enough space. You need 3 feet of working room in front of the panel and enough room side to side to get the doors fully open, etc....
