proper way of attaching telephone drop wire to house?

Hi - Can anyone tell me if there is a proper way to attach the telephone service drop wire to the house (coming directly off the pole)? Are there any codes for this? I am asking because my contractor just reattached it after our remodel and it doesn't pass my own sanity check ... he attached it directly to the bottom of the eave, leaving the wire taught against the bottom of my gutter. Any advice would be greatly appreciated. *Note* I do have a call into AT&T's engineering department too, but I'm waiting a response.
