I am installing a pump on swamp cooler. There is no outlet to plug in. Can I splice into the motor wiring cord?

Thanks in advance for advice...

Into a cord? Almost certainly not.
Whether there is a circuit you can tap into for a receptacle is not likely to be something we can tell you over the internet without seeing it.

by "splice into the motor wiring cord" do you mean cut off the plug on the cord and connect the cord into a junction box?
