What is this?

The conduit from the ground is coming up from my concrete patio. It has3 wires coming out of it, two of which are cut. The third wire goes into an outlet for a clothes dryer that isn't being used. Is there a way to use conduit to connect the two ends?

It looks like a conduit that has slipped out of a conduit body fitting. The wiring inside looks like telephone wiring.

Can you determine where the other end of the wire goes? Also, is the one wire connected to a live circuit at the dryer outlet?
