Wrapping window sills in aluminum coil

The window sills in our home are in bad shape and I have been getting estimates from local painters to get them painted and repaired. One painter suggested that I get the sills wrapped in aluminum so I won't have to paint them again in the future. For some unknown reason, they wrapped the brick molding around the window with aluminum but did not wrap the sill. The paint on the sills are now chipping badly and some of the sills are beginning to rot. I have been told that they can install the aluminum coil over my existing sills so I wouldn't have to paint them before it is installed. (They will have to repair the sills that are rotted though). Another painter told me that it is not a good idea to wrap the sills because moisture can get trapped in the sill and cause the sills to eventually rot. The cost to install the aluminum coil is about the same as the cost of painting. I don't know who to believe so I was hoping someone on here could give me some advice.

You can wrap sills, however, the rotted wood should be repaired or replaced prior to doing so.
