Cedar 1/4 in chipboard closet liner

Is anyone familiar with this stuff? I thought all you had to do to refresh it was sand it a bit. I used 150 on a random orbital and it seemed to have no effect. I picked up a new sheet for $25 and you can virtually smell it next door. Ideas?

I had the same experience. I figured the process of making the chipboard washed out the oils from the chipboard and the new smell was a surface treatment. I had better results with the 1/4" ceder TNG planking.

Thanks Randy, that makes sense. I'm just stapling the sheets into a wardrobe, when they crap out I'll look for the TnG.
