Not Using Expanding Foam

I am having some new vinyl windows installed in my house. The installer is using caulk on the outside window flange but is not using the window expanding foam on the inside. He is taking the old window completely out and installing new inside and outside trim.

I mentioned using foam but he says it is not needed and does not like to use that product. Foam seems simple to use for additional sealing.

What are your thoughts on this?

The benefits of using foam are over-hyped. There's a slight advantage if you live in a very cold climate. If the window is measured and installed correctly there's actually very little space to fill with foam. I'd rather have the window measured tightly. Some window factories will void your warranty if foam is used in the installation.
