Can I use 1-2-3 to seal stained wood?

I bought a set of unfinished dining chairs, started staining them, and I'm not happy with how the staining is going so I've decided to paint them.

I stained with a medium-shade oil-based Minwax, which has cured for a week. I plan to wipe the chairs down with mineral spirits, prime, and spray paint them a cream color.

Will the Zinsser 1-2-3 seal in the wood stain or should I use BIN? Since I have 6 chairs to do, the cost of the 1-2-3 is much more appealing, but I'm so fed up with this chair project, that if the stain bleeds through the paint I may have a meltdown.

I'd use the shellac based stuff, that should be the BIN. The stuff is a little stinky so use it in a well ventilated area.

BIN---simply because it is much thinner viscosity.

123 is too thick to use on furniture., IMHO.
