Knitting question

Help! My instructions say "continue as set (which I know means to purl the last st of every round) but then it says "AT THE SAME TIME" inc 1 st at the beg and end of every fifth row 17 times. Does that mean to do 17 increases, or to increase every fifth row 17 times. This is for a sleeve I'm knitting on circular needles.

It means every fifth row 17 times. Your sleeve will be pretty long when you're done. :)
