Sewing first pants; How do you measure lining?

I have a question?. How do you measure a lining for pants; in general.

I read that you are supposed to cut the lining smaller than the acutual pant size.

It isn't necessary to cut the lining a different size. If you want it a tiny amount smaller make a sightly larger seam. No more than as 1/4" more than usual.

the lining attaches only at the waist band, no were else.
