carport roof replacement

I need to replace a carport roof. It has one layer of ordinary asphalt shingles over tarpaper on 1/2" plywood (where they are not blown off). It has a pretty shallow pitch, but the old roof did not leak until it got quite bad. I live in a very VERY windy area. 70+mph winds happen several times a year.

We are hoping that there is a way to reroof without paying a lot. We are too old to do it ourselves.

Anyone have any ideas on how to perhaps save on either materials or labor?

There are high wind specs, as well as low roof pitch specs available from mfg. web sites and your local roofing contractor will know these as well.
