Can I drywall over this ceiling?

I currently have a kitchen ceiling in an old house with square tiles installed with furring strips behind it. The furring strips are nailed into a plaster layer that is in bad shape and is not salvageable(thus the square tiles being installed by the previous owner). Behind the plaster is concrete. I am thinking that I can go over the furring strips with drywall, but I am unsure how well the furring strips are in the concrete behind the deteriorating plaster. How sturdy do they need to be? Should I go ahead with this plan and reinforce the furring strips into the concerete or consider any other options??

Rip out the old tile, reinforce the furring with the linked Ramset, and drywall.
