Sandblast or Powerwash before re-stuccoing?

I got a re-stucco bid from a reputable company that offered to pressure wash the existing stucco, apply bonding cement over the existing stucco, and then apply a 20/30 finishing coat. Pressure washing isn't ideal, but its $1200 less than sandblasting; plus, the existing stucco only looks bad but is not in poor condition, i.e. its not flaking off. Sandblasting is supposedly better, but is it $1200 better???

The use of a bonding agent implies that your existing finish is paint, not stucco color coat.
If your finish is in fact stucco color coat, then have it power washed to remove atmospheric dirt, rent a hudson sprayer and enough brush-coat in the color of your choice, mask and apply.
