Advice on height of chair rail

I'm remolding a room, including brand new trim. I had purchased casing that's 2.75" high and baseboard that's 3.5" high. Stupidly, I didn't notice that I had ordered chair rail that's also 3.5" high. Is that too big given the size of the casing? I also have 8' ceilings since I understand that has some bearing on how big all the trim should be.

The first thing to decide is if it is going to be a decorative rail or a functional rail.

Functional rail heights are set by the height of the chairs.

Why are you going with such narrow baseboards and casing? What style is your home?

Chair rail is usually narrower than either the baseboards or casings. It's also very traditional, and it doesn't sound like the rest of your trim is.
