Sheriff's sale vs buying from bank

I just did a search here and some people said it was better and cheaper to buy from the bank after they bid it up at the sheriff's sale. Has anyone done that? How do you find properties owned by a bank and how do you make an offer on them?

I look at foreclosure listings from time to time, but they all seem to be sold when I call on them.

In my area the bank owned properties are listed with Realtors, and are identified as "REO" in the MLS.
