can i interview new rea before old rea contract expires?

Our current REA expire end of month. We definitely won't be rehiring her and I am pretty sure she knows that.
When can I start interviewing for her replacement?

Whenever you wish. Just can't start a new contract until the other is terminated.

The new agents are being put in a difficult situation, because there are strict rules (at least here) about "agency". So the current listing agent can get wind of this and file complaints against any and all agents that you talk to while the listing is still in place,

According to the Code of Ethics, no agent can initiate contact with a seller who has a listing agreement in effect or with a buyer who has a buyer rep agreement in effect, but the seller or buyer can initiate contact with any agent they wish.

Yes, but the current agent can still complain against the new agent. Just be careful.

You won't be affected, Be up front with the new agents that you want to interview and they can decide for themselves.
