RECIPE: Cooking pot Roast in Pressure Cooker

I cooked a 3.04lb roast with 2 cups water in a 6 qt. pressure cooker for 75 min. and it was very tough, so I ended up cooking it about 90 to 110 min. and it still wasn't very tender, what did I do wrong?

Maybe the cut. With commercial grade being sold at a lot of supermarkets you may get a particularly tough piece. I thought I was safe buying rib eye steak. Ugh! Tough as a boot.
