Ledger attachment

Hello I have been reading about the various methods of attaching a ledger board but my situation is a bit unique. i will be attaching the ledger board right at the junction between the brick and the foundation. I see I may have three options:
1 place the ledger board against the brick drill right through and bold to plate
2 place a 12 inch ledger board attaching on the bottom half into the foundation
3 using a 2 inch angle iron attached to the concrete foundation and then placing the joists onto it

What do you think would be my best choice. ( I know someone will say to do a free standing deck but then I will need foundations 10 feet deep)

Code here now calls for a nut and bolt through the brick and facia board, if 23.5"'s of higher off grade. It will never loosen. Then joist hangers for your joists.

For anything on grade a lag bolt through the brick and into the facia will suffice.
