Wonderboard decking

Would Wonderboard work as a final decking material over redwood without a stone/tile cover, and just staining with an exterior cement stain?

No.

It'll powder, fracture, and break up over time due to traffic. Plus, any seasonal movement in the redwood beneath would accelerate the breaking up of the cement board.
