New porch - question about fill

Hello I'm redoing a concrete slab for a patio and was curious if this would work or not.

Can I use topsoil to get me close to where I need to be with grading and then about 4" of gravel before pouring concrete? Of course all this will be compacted down and rebarred.

Topsoil will absorb and retain moisture. Especially if you are in a frost zone you want to prevent the possibility of any associated heaving. I would just do it all with compacted stone?
