fixture shot off valves

Does the code require to have a shut off valve installed for each individual water delivery line, like hot and cold water lines for a sink in a bathroom?

thanks... I feel overwhelmed (and scared) that I need to read the code (not much of a bedtime story reading frankly) and ask you for help (to make sure that I understood it correctly) to point what needs to be corrected in the plumber work...
