Wrapping stairs for second level deck

Greetings! I am in the process of building a second level onto an existing dock and need to design and build steps that go up about a six foot run, turn 90 degrees and go up about another 6 foot run. I cannot (per our county) have a landing at that corner as that constitutes adding square footage whereas wrapping stairs do not.

So essentially it's the equivalent of a 90 degree turn of "spiral" stairs. If you have advice or can point me in the right direction, I'd greatly appreciate either.

make the landing anyways and frame "pies" on top till you have the 90 degree turn needed. it'll be the easiest way to support all the "pies".
