toilet - Tank water level

Hello, I have a problem with my toilet tank where the water level is too high - it's getting to the top of the overflow pipe. I have a Fluidmaster fill valve and it's installed correctly. I set it to stop filling at about a inch below the top of the overflow pipe and it does. However after a while, it apparently creeps up to the top. I have a extra used fluidmaster fill valve so I took it apart, cleaned it real well, and installed the whole top section. Same problem. Is the problem the valve? Do I have two bad ones? What else could be causing this problem? Thanks for your help. - Jim

It sounds as though the valve is leaking at the seal between the upper and lower components. I'd buy and install a whole new one.
