Toilet won't stop running

The other day the water department shut off the water to the house. Now the one toilet won't stop running where it did work before the water department shut off the water. Can anyone tell me what the problem might be? Please be specific with instructions as I know nothing about this.

What type of fill valve?

Was any air in the lines?
