No pressure on Hot water side

Just discovered my daughters rented apartment has virtually no pressure on the hot water side. Landlord has agreed to call in the plumber, but I wanted to get an idea of the likely cause(s).

A valve that is mostly closed.

FYI: The plumber replaced the HOT and COLD nipples on the water heater due to corrosion. Pressure is good.
