exterior steel door: peeling latex

Hoping for some help... steel front door was painted twice: once ~10y ago and once ~5y ago. Most recent job was poor, resulting in bubbling, etc. Finally got around to trying to fix, and as I scraped away the bubbling some of the paint layers peeled away, leaving jagged lines of peeled paint. So I started scraping more (eeek!). Do I now have to scrape the entire door? Tried an orbital sander with 40 grit, it doesn't seem to take off much. Any chemistry I can use, or maybe heat from a hairdryer? Any advice much appreciated.

Brushworks Spectacular Finishes

Paint stripper! Once it's clean, be sure it's sanded smooth, then wash it with Dirtex, rinse and dry.

Since you're having adhesion problems, prime it with SW All Surface Primer. Then apply two coats of Acrylic Enamel.

Adhere to drying and topcoat times for primer and enamels.
