Painting Exterior Mullions

We have an 18 year old home with 32 wooden windows, which also has some rotted exterior wood trim around some windows. We are in need of exterior trim painting and repair of the rotted wood and I have gotten several estimates, the last one recommended the wood mullions being painted also. Of course, the estimate was double of the other estimates. We have storm windows, so the mullions are not exposed to the weather. How often should these mullions be painted? The estimate was $11,000.00.

I would only paint them if they were in need of paint. Even though they are not exposed to the weather, the sun coming through those storms probably heats up that air space pretty good.
