Special Paint Required for Exterior Foundation?

We need to repaint our foundation. It's fading and there are a couple of cracks that need to be patched as well (surface masonry cracks, not cracks in the foundation itself).

1) Any suggestions for how to patch the cracks?

2) Special paint needed?

3) Do we have to prime first?

UGL makes a hydraulic cement that comes in 3 lb. and 9 lb. cans. It can be mixed up and used to patch cracks. I would power wash the surface and let dry thoroughly. I would patch any cracks or caulk any areas that need caulking. I probably would prime to ensure a more uniform finish. Use at least an eggshell finish on the surface. You can use a good quality 100% acrylic latex exterior house paint. You could also use an elastomeric paint on the concrete. It will stay more flexible than regular paint if other hairline cracks appear under the surface without affecting the finish. You cannot use Drylock Waterproofing paint on a previously painted surface. Stay with latex products, it is easier and less messy than oil based paint for this application.
