Choosing a paint for concrete

I am going to hire a painter to paint our concrete patio and the cement block foundation of the house. Is there one brand of concrete paint better than another? Should the painter use a primer or just two coats of paint?

Loxon from Sherwin Williams, they also make a primer wich you will need first

When in doubt, PRIME, except what you will walk on. There, follow the mfg. directions.
