Count yourself lucky as it looks like ungrounded wire going to an unweatherproofed non-GFI-protected receptacle directly screwed into the wood. If there is nothing solid in that wall, you may have to mount the proper receptacle in a weatherproof box attached to a 4x4 or other approved upright driven into the soil.
