Asbestos under vinyl flooring?

I noticed a whitish grey paper like substance under the vinyl flooring in my breaker room, could this be asbestos? The house was built in 1967, being the last peak years of asbestos.

It looks like the backing that was part of the vinyl product.

Some paper backings were made of asbestos. Obviously the safest course is to treat it as such and dispose of safely.
