Vintage tole chandelier -- rewiring?

I purchased a vintage toleware chandelier this weekend. I was so excited to find it!

It has 2 wires. They are marked 105 C F.M.V. Milano. There does not seem to be a ground. How do I know if it needs to be rewired? I don't know the age, but it is very similar to this:

Some signs
1. Lights (known good bulbs) in the fixture do not come on/ breaker trips. You can also check for shorting using a multimeter.
2. The insulation is frayed/ cracking.

If you're not comfortable performing the inspection, ask your local lighting store.

It works! However, there is no wire to ground it. There was one, but it was broken off about 1/2 inch above the pipe. It it essential that it have a ground wire?

If the fixture had a ground wire it is required to have it.

While an older fixture might not have a ground at all, if the fixture is new enough that it has a broken wire it should be repaired.
