Is this an indication of a weak laundry room floor?

I'm in a new construction home with a 2nd floor laundry room that has a Whirlpool Duet front load washing machine on pedestals.

I've struggled with excessive shaking/vibration that causes the washer to walk.

I've filmed this short clip showing the aft left foot as the washer is spining up but not quite reaching full spin. The camera is sitting on the vinyl floor to ensure no camera shake from my hand.

It appears this "bouncy" action is the culprit to my problems, but I'm having difficulty convincing the builder that the floor is not strong enough to handle the forces of the washer.

Stack two pieces of 1-1/8" Sturd-I-Floor under the equipment. screw them together and to the floor. available at Home Depot and other home centers.
