100% Fresh Air Feed

I have a couple of carrier package units that are used to cool the hallways. When they built the place (2006) they decided to make it 100% fresh air fed, I am assuming for pressurization purposes. My manager insists that they used to be able to get low 70 temps at night, and mid 70 temps during the day. We recently replaced the condenser coils, the temp spits are 23 degrees, and I still can't get temps below 79. Anyone have any ideas?

I'm not sure what 100% fresh air fed means.
surely you aren't bringing in hot humidity laden
air into the building.
what type of building is this?
