Over sized flue?

Trying to sell my house and an inspector said my furnace flue is over sized. If so, why would the furnace installer have done it this way?

What you can't see from the pic is the last inch or so of the larger 6" pipe is riveted or screwed onto the main large pipe.

It has "arms" inside that are attached to the smaller, 4" pipe from the furnace.

If this is incorrect, what's the solution? Would it be to have a 4" pipe all the way into the chimney where the 6" pipe currently goes?

I think the right way to do this is have a 4 inch to 6 inch reducer installed on the furnace. I assume the inspector did not like the fact the connection is not air tight and gases could back flow into the house.
