New HVAC/Gas Furnace for new custom home

I am still working with a builder to execute the contract. Although, unsure about his proposal, which he keeps insist he the honest one.

My new custom home will be built with:
- Main floor heated: 2048SF +
- Second floor heated: 1661SF +
- Unfinished bonus room: 679SF (will finished while building)
- Unfinished basement (not add to the blueprint yet): 2048SF (may have finished later)

He priced HVAC for 2 floors : 3.5 Ton, 13 Seer Rheem A/C, 90,000 BTU Rheem Gas Furnace in Crawlspace (both furnaces will in crawlspace as he is not counting basement yet. He knows we may add a basement).

$17900.

I thought it is small for my home. Unsure about this quote.

What is location?

New ductwork included? What R value?

Man J performed by dealer for correct sizing?

The house is not built yet. This is just a quote from one among builders. He did not provide its model yet.

By the way, he recommended dehumidify for $1250.

Why would I need that?

If you were buying a new Honda Accord, would you accept that no specific model number was put on the sales contract (ex. LX, EX, EX-L, 4 or 6 cylinder)? It is the same thing in HVAC equipment. You are paying for a specific size and model for each piece equipment. Perhaps you trust the HVAC contractor to do the right thing, but more often than not it does not happen.

If you have low humidity (less than 30%) then you may want to invest in a humidifier, otherwise you don't need.

Unless that's a top-of-the-line Rheem setup with the Prestige communicating 2 stage AC and modulating furnace, it sounds a bit steep. Presumably the house is framed up but no drywall, so access for duct installation is pretty easy.
