Garage door hits drum

Every time I open or close my overhead door the door hits the drum. Last week it hit is so hard that it pulled the lift arm out of the door.

Any idea what needs to be adjusted to move one of the drums over about a quarter of an inch?

Has this problem existed since the day of initial installation? If so, how could the installer ignore it? If not, something has changed/moved.
