what is this material

Found a blue white material covering the bottom seat of an antique chair, if you flick it , it gives out a blue-whitish powder. What could it be? It kind of looks like something they use in hospitals... is it dangerous?

I doubt that hospitals use dangerous materials....

Can't tell from what you said.
Is it paper, vinyl, fabric, other?
Are you planning on removing it?
